Skills training is aimed at enhancing the capacity of pastoral communities to develop sustainable management of natural resources and alternatives to pastoralism for those facing destitution. The PYL program also promotes awareness of social issues of concern to particular communities including HIV/AIDS, FGM and gender and health issues.

These capacity-building efforts are focused on building leadership skills based on democratic values, human rights, and protection of the natural environment. All education and training activities are implemented using participatory action research methodology in partnership with community stakeholders.
Pastoral Youth Leadership Programme aims to promote self-reliance by undertaking the following activities:
- Educate pastoral youth;
- Strengthen and expand network of facilitators who can play a leadership role in partner communities;
- Promote girls' education and leadership training;
- Provide literacy to women and youth;
- Raise awareness around HIV/AIDS, FGM, and women’s rights;
- Increase the use of participatory methodologies of training;
- Provide seed money for small-scale income-generating activities and community projects for youth and women’s groups;
- Conduct annual Camel Caravan to strengthen understanding of challenges to pastoralism and to document pastoral traditions;
- Provide capacity building and leadership training to women’s groups.
